When tying techelet, there are always two questions: which strings and how to tie them.
The string issue is whether the blue/white ratio should be 1:7 (Rambam), 2:6 (Raavad) or 4:4 (Tosafot). R. Schachter holds like the Tosafot. That means we need to use a special set of strings, which is essentially comprised of two sets of Raavad strings.
The tying fee reflects only our in-house labor costs, not the strings.
