The wording on the atara (neckband) is taken from Tehillim 104:2, which reads:
עֹטֶה-אוֹר, כַּשַּׂלְמָה; נוֹטֶה שָׁמַיִם, כַּיְרִיעָה
This verse can be translated, "Who coverest Thyself with light as with a garment, who stretchest out the heavens like a curtain." It was chosen because of a well-known Midrash, which refers to Hashem "donning His tallit."
